Job Responsibilities:

Reporting to the Director, the S&C Senior Manager provides overall supervision of the S&C team both capital and maintenance work. Duties include but are not limited to direct oversight of the compliance and quality execution of all work executed by maintenance and capital S&C staff.  Act as a leader in terms of safety, providing guidance and information on safety practices, procedures or policies. The S&C Senior Manager is responsible for organizing and planning short and long term scheduling of the work required within both the routine and extra work portions of the contract, managing materials and equipment in the field, managing activities of subcontractors, ensuring that contract specifications are being followed, and that work is proceeding as planned. Represents the PNR RailWorks GO Maintenance Division in dealings with customers, including forming new relationships, expanding current relationships, leveraging business opportunities, resources, and building a sustainable department following compliance with collective bargaining agreement(s).


Key Accountabilities


  • Establishes and maintains effective relationships with internal and external stakeholders and provides regular reports as necessary to ensure a clear understanding of project status
  • Work collaboratively with the team providing subject matter expertise to assist with bidding on tenders and other necessary documentation
  • Contribute to the business development of partnerships and maintaining the overall relationships and accountabilities achieving tangible results
  • Meet with potential new clients and partners with the intention of growing the business
  • Will aid the Director in closing out all Safety/ or technical investigations
  • Prepares the annual business plan, projections and budgets to assist with forecasting and succession planning
  • Assists in the development and implementation of procedures within broad policies of PNR RailWorks and any customers we work with
  • Presents weekly/monthly status reporting for all areas of responsibility to the Director for review
  • Attends project and customer meetings and ensures that action items and decisions are executed appropriately for the parties and the project file


  • Prepares recommendations on new business opportunities and optimization on currentpractices or procedures
  • Actively communicates regularly with customers and internal operations to ensure all parties clearly understand the business development strategies necessary to meet customers current and future needs
  • Responsible to ensure proficiency testing in regards to competency and best practices ensuring compliancy for all maintenance staff are being performed
  • Stays current with relevant legislative issues, laws and regulations including but not limited to, Ministry of Labour, Occupational Health and Safety Act, Employment Standards Act, Transport Canada and CN GI’s and SCP’s
  • Strategically improve visibility into department objectives and priorities through informal/ formal communication and collaborative working relationships
  • Reinforce safe work practices and auditing such for the S&C department
  • Will review testing and compliance documents on a monthly basis with the S&C Manager to ensure compliance
  • Responsible for oversight all signaling assets on the customer’s property are maintained as per current best practices and CN GI’s/SCP’s. This includes state of good repair and housekeeping
  • Responsible to ensure all drawings associated to the plant in the field are the latest revision and are complete and accurate as per the latest CN GI’s and SCP’s
  • Responsible to ensure all PNR RailWorks Owned equipment is maintained in good working order and kept within good housekeeping practices. All concerns will be coordinated with the Warehouse Manager who also manages the overall equipment needs
  • Generally works on own initiative with limited supervision. Work is assigned only in terms of broad objectives and general effectiveness
  • Errors in judgment by the S&C Senior Manager could result in design/ maintenance/ installation cost increases and or schedule creep, disruption to revenue operations and service resulting in loss of revenue to the customer and liquidated damages to PNR RailWorks, non-fulfilment of contract budget commitments and other financial goals, damage to PNR RailWorks corporate image and credibility
  • Performs other related duties as assigned
Job Qualifications:
  • Post-Secondary education in a related field or equivalent education,
  • Project Management Professional (PMP) certification would be an asset.
  • A minimum of Ten (10+) years of Mainline Railway Signals experience is required.
  • An intermediate knowledge level regarding construction/maintenance techniques and practices, contract administration, construction inspection, the Construction Lien Act, the OHRC, and the Ontario Health & Safety Act.
  • Previous management experience in Canadian Rail Road Mainline Signaling Operations would be considered an asset.
  • Must have or rapidly acquire a thorough knowledge of PNR RailWorks and customer department organizational structure, operations, policies and procedures applicable to the work performed.
  • Experience with scheduling work force activities is required.
  • Must attend and successfully complete the program for Canadian Railroad Operating Rules certification. Other training may be required to suit the positions requirements.
  • Background checks will be required.

  • Display tact and diplomacy to articulate contract requirements and obtain co-operation and approval from each stakeholder.
  • Ability to work as a member of a large multi company organization and motivate teams of professional staff, concurrent with diverse groups of external consultants/contractors.
  • Ability to assess and reorganize priorities to suit changing requirements.
  • Capable of resolving conflicts between diverse groups and individuals.
  • Familiarity with computers and computer based techniques/applications related to the work are essential.
  • Must have a valid driving license for the Province of Ontario with clean driving record and ability to travel as required.
  • Availability to work nights/weekends as needed during emergency situations.


Physical/Travel/Attendance Requirements
  • Work will be primarily in an office environment. Field work outdoors in all weather conditions may be required.
  • Available 24/7 to respond to calls of a serious nature.
  • Must live within 45 minutes of the Royal Windsor Facility in Mississauga.
  • Exposure to live track/trains and high voltage environments.
  • Work is safety sensitive and protective equipment is required.
  • Travel to work sites is required
