Job Responsibilities:

Reporting directly to the Vice President of Client Services. The Director will have overall responsibility and accountability for the successful execution of the GO Transit maintenance contract and PNR’s relationship with GO Transit. The Director will coordinate and manage the GO Transit maintenance contract agreement activities utilizing the resources of the Client Services Division in providing maintenance/project services and facilitating additional project work for PNR RailWorks including work outside of GO Transit. The Director will also be responsible for the PNR RailWorks safety and quality assurance programs for all GO maintenance work and projects both within Go Transit and additional customers. This position will be expected to establish and maintain relationships and contact with GO Transit Corporate and other customers as required. The Director will also keep GO Transit departments briefed regularly on maintenance activities and any emerging issues that require special attention work with and through PNR RailWorks Track and Signals Client Services Managers. The Director will work closely with the Vice President of Client Services, and the customers in providing recommendations for adjusting manpower/staffing levels necessary to accommodate the customers work program and assist in the development of capital program and production planning activities for track and signal.

 

 

Primary/Essential Responsibilities and Duties

 

Operations

  1. Primary point of contact with the customer and responsible for management of the client relationship and contract.
  2. Responsible for the overall safety program for Maintenance contrcats/Projects and PNR RailWorks employees, and for the safe performance of train operation over PNR maintained track and signal infrastructure.
  3. Develop a partnership with GO Transit management, Operations and Corporate Infrastructure, CN Rail Operations, and other GO Transit Contractors to ensure the proper planning and coordination of all capital and maintenance work. Develop plans to mitigate and/or minimize operational impacts and to improve safety.
  4. Responsible for the development, maintenance, and adherence of all business processes and policies associated with the maintenance of GO Transit track and signals and other customers alike. Ensure that all business processes and polices incorporate the procedures, instructions, hiring, and training requirements necessary to guide work process and to ensure safe and consistent employee decisions and behaviors.
  5. Assist Customers in identifying new track and signal initiatives that will enhance operations and facilitate maintenance. Manage and adjust the manpower level and staffing for contractual and service commitments to GO Transit and other customers.
  6. Ensure that all track and signal work is performed in accordance with the Contract and in compliance with Transport Canada regulations, customer general instructions, and industry standards.

 

  1. Ensure overall operations are in line with the contract and applicable rail operating and safety standards. Review and maintain existing proficiency testing programs to audit compliance with all mandated and company requirements. Oversee period audits of track and signal inspection activities ensuring that all inspections are current and that corrective action is taken in a timely manner.

 

 

Contract Management, Execution & Budget

 

 

  1. Responsible for budgeting and business requirements. Identifying areas for improvement and correcting overall deficiencies.
  2. Continually provide information to PNR management and the customer regarding contract performance as well as input and recommendations on pricing revisions and contract amendments.
  3. Provide feedback, analysis and recommendations to the customer for their maintenance/project budgets, staffing levels, and spending levels for projects relating to the contract.
  4. Working in conjunction with the track and signal Managers, analyze inspection data collected and other relevant information to develop a comprehensive preventive maintenance program and provide input and recommendations to the customer to assist in the development of program maintenance and their capital program.
  5. Attend monthly customer meetings and other meetings as the PNR representative.
  6. Provides written and verbal updates to customer and PNR management on assigned projects.
Job Qualifications:
  • Undergraduate degree in a related field of study such as civil/electrical/mechanical engineering and / or similar college education or work experience
  • 10 to 15 years of operational experience within North American railroad and/or transit operations with significant experience in track and signal maintenance.
  • Demonstrated success managing client relations and large contracts
  • Current CROR certification
  • Thorough knowledge of track and signal regulations and operational procedures
  • Ability to work with people early in career and be a mentor.
  • Possess excellent communication skills.
  • A demonstrated record in leading large teams.
